Lake New Orleans
God, it just keeps getting worse. Downtown New Orleans is flooded, houses are breaking off their foundations and floating away, and some neighborhoods are completely underwater. The governor just ordered everyone - including those in the Superdome - to evacuate.
10:15 A.M. A spokeswoman describes Jefferson Parish as a "very dangerous" place. Jackie Bauer says there's gas leaks everywhere, water needs to be boiled, there's no commercial power, no pumping stations and the water's toxic.Posted by Michael J. 11:13 A.M. - Plaquemines Parish...if you are found on the street...will be arrested. Marshall law in effect.
11:35 A.M. - (AP) Downtown streets that were relatively clear in the hours after the storm were filled with 1 to 1 1/2 feet of water Tuesday morning. Water was knee-deep around the Superdome. Canal Street was literally a canal. Water lapped at the edge of the French Quarter. Clumps of red ants floated in the gasoline-fouled waters downtown.
11:43 A.M. - Councilman Byron Lee of Jefferson Parish, "This is not life as it used to be. It's like a war zone."
12:41 P.M. - Rescue efforts a priority. Clearing infrastructure to hospitals. Most streets blocked by pine trees. Slidell - A Hampton Inn on Old Spanish Trail with 20 feet. Fifteen feet of water downtown.
1:30 P.M. - --The American Red Cross says it has thousands of volunteers mobilized for the hurricane. Spokesman Bradley Hague said it's the "largest single mobilization that we've done for any single natural disaster." The organization has set up operational headquarters in Baton Rouge.
2:00 P.M. - Senator Thad Cochran of Mississippi says "this is going to be the most expensive natural disaster that's hit the United States in history."
2:42 P.M. (AP) -- The question is not whether Congress will pass legislation to speed disaster relief to communities devastated by Hurricane Katrina, but how soon and how much. The answers: real soon and a lot.
3:12 P.M. - Senator Landrieu - Scenes are similar to what she saw after the Tsunami.
3:43 P.M. - Senator Vitter: New Orleans will "absolutely" be rebuilt.
11:13 A.M. - Plaquemines Parish...if you are found on the street...will be arrested. Marshall law in effect.
It may be marshall law but its not martial law.
I haven’t been able to discover who declared martial law in the city. It certainly was not President Bush. Was it Louisiana’s governor? It’s hard to see how anyone civil official lower than the governor could have done it, because no official lower than a governor actually has any troops to command. I think it’s also possible that no official with the authority to declare martial law has actually done so, at least not in the true legal sense. It may be that the term is being used as a shorthand way of saying that civil order will be energetically, even ruthlessly, enforced by civil police and National Guard troops. I’m guessing also that the governor has empowered ordinary Guard soldiers to make arrests and has authorized Guard units to hold offenders prisoner without quickly turning them over to civil police.

Three New Orleans TV stations report martial law has been imposed; however, no story attributes this to an official (one says "state officials"). Neither the governor's web site nor the mayor's web site indicate a state of martial law. However, the Jefferson Parish web site is not responding. (Note: all parish government units appear to have Flash-driven web sites! Maybe Katrina will strike a blow for web site accessibility?)

And at a later I looked very hard into the conspiracy theories, both regarding RFK and Sirhan and the much more complex case of the death of JFK.
But the next generation of Kennedys have not, so far as I can tell, proven themselves the sharpest knives in the drawer.

1. Rebuild the historic areas (apparently the French Quarter is a National Park!) and move the rest of the town elsewhere, perhaps to the north shore of Lake P. Feasibility: not so much— while NO may not be particularly liveable right now, that's nearly half a million people to relocate, and most of them won't want to move.
2. Just move the town and open the levees. Same objections as above.
3. Redesign New Orleans as an American Venice. Drive pilings down to bedrock, create canals, and make the major thoroughfares the waterways. Then you can open the levees and stop the sinking of the city (since the silt will be deposited there rather than the Gulf.) The guy got very interested in this option, because he has worked in city planning and creating something like this would be fun.
At any rate, it will be interesting to see where it goes from here. I hope that the cleanup can be as fast and safe as possible.

Katrina looks to be a magnitude worse. Hard to imagine. I really feel for the people in Katrina's wake. I hope everyone pitches in one way or another to help. I know I will.

OTOH, the same feeling makes me think the natives have it in them to rebuild and make the whole irrational thing sing again.
I know its corny, but hell's bells, spend an evening at Tipitina's (warehouse district, natch) and anything looks possible.

I also live in Houston. Allison 2001 was an aberration---and we have taken effective measures to severely limit the possibility of a reoccurrence. This is not the situation in New Orleans. The city is located below sea level! It’s time to stop the nonsense and encourage its residents to find another place to live. Who is suppose to “absolutely” rebuild New Orleans? Why do so when the same tragedy will likely happen again in less than thirty years?

I wish martial law was declared in New Orleans as of late Sunday so the Natioanl Guard could show up and shoot the rioters wherever they reared their ugly heads...I wish that we could take every rioter and hang them from the remaining lamp posts..or take a syringe and inject them with the fetid water collecting in New Orleans.

We bombed London, Berlin, Coventry, and Hamburg. We firebombed Dresden and Tokyo. We dropped nuclear weapons on Hiroshima and Nagasaki. Stalingrad and Leningrad were meatgrinders. Earthquakes have leveled San Fransisco. All of these are still functioning, thriving cities. I can think of a handful of cities that have actually been destroyed and abandoned - Carthage, Troy, whatever was there before Venice was built (Venice was originally a swamp where the inhabitants of a nearby city took refuge when barbarians destroyed their homes). New Orleans will change, but I doubt it will be gone forever.
Oh, and politicizing the event? Real classy, folks. Tom Grey did it a few posts back, blaming environmentalists for not backing a higher gas tax (???) and now Carlos can read minds. Good job, jackasses. Oh, your defense is that the Huffington folks did it first? You just defended your actions by claiming that someone you hate did it first. Congratulations, you're now on the same level of asshattery that they are. The problems of New Orleans are not the fault of political ideology, but rather the result of a chain of events which no one foresaw.
People wanted to expand the city, so they drained the swamps. So the city sank. Woops! People living on the Mississippi didn't want to get flooded, so they built levees, which caused the barrier islands around New Orleans to dissapear. Woops! Now the city is screwed. It would cost billions to rebuild the islands, and no one wanted to foot the bill - not the city, not the state, not the feds. So, now the entire country will foot the bill of a destroyed city, with its loss of life, property, commerce, and the costs of cleanup, rebuilding, insurance, and taking care of the homeless and injured. That's not political, that's simply human nature. We build levees now to protect our homes without realizing that in 50 or 100 years, someone else might lose their home 200 miles away. We all know there's a problem, but everyone wants to free ride and no one wants to pay the bill. Well, now we're going to pay the bill. It's just the way our system, and our minds, work - shortsightedly.

One change I know of is that hospitals, theatres, etc., decided not to store expensive equipment in basements anymore. The areas that were flooded have been rebuilt, not abandoned. The Houston neighborhood I live in had a four inch in one hour rain last month and the streets were completely impassable for hours - and I don't live in a flood plain (except that pretty much all of Houston is in a flood plain). From usacitiesonline.com "Houston elevation is 0-90 feet above sea level." Not all that different from New Orleans. If Katrina had hit Houston the city would have been devastated.
You seem to show no compassion for the people of New Orleans, Biloxi, Mobile, etc. Strange, especially after so many public funds and private donations were used to repair and rebuild Houston.

Houston would never get hit that hard---it is too far inland. Allison 2001 was a fluke. This was the first time anything like that had occurred in over 100 years. New Orleans is far more vulnerable and such incidents happen every 20-30 years. Houston is similar to the driver who is driving the speed limit and is involved in a traffic accident. New Orleans reminds one of a driver going down the highway 120 miler per hour while drinking a bottle of beer! We must distinguish between prudent and imprudent behavior.
I am advocating that most citizens of New Orleans move elsewhere. It seems that most will do so anyway. If nothing else, it will take months to even partially rebuild New Orleans. Until then, people will reside in awful conditions. My guess is that Texas’ population will get much larger.
