Loser

Well, so much for this guy.

The fiery radical at the heart of Iraq's Shia revolt sued for peace yesterday, buckling under the twin pressures of a massive build-up of American forces near his base and demands for moderation from the country's ayatollahs.

Moqtada al-Sadr, who raised the standard of anti-American revolt 12 days ago, sent out envoys from the holy city of Najaf carrying his peace terms.


Iraq is not Vietnam, okay?

With all the opposition (here in the West) leaping up and down shouting "Quagmire! Disaster! Failure!" with each piece of bad news, the temptation to respond in kind is great.

But it should be resisted. All first reports are unreliable. I haven't even seen this on the other new sites yet.

Even if it's true, the significance is unclear. Peaceful solutions are great - but solutions that leave thugs in place or allow Sadr and his militia to intimidate Iraq and tamper with the reconstruction and new government may not be, in the end, a peaceful solution.

I don't envy Bush or Bremer or the provisional gov't - the guys who have to make the call when the future is uncertain and the potential risks are huge.

I wonder, though... When thugs like this sue for peace, it's usually a delaying tactic so that they can regroup. This might be good for us in the short-term, but I worry that not killing/capturing him now will hurt us in the long term.

What gets lost in all the western news reports is that Sistani essentially wants this guy out of the scene.

What also is lost in all the reports is that there are too many other special interest groups in Iraq, - starting with the Sunnis and the Kurds, - and Sistani seems to understand that Sadr would never be able to win them over to the concept of majority Shia rule in a federation.

Let's not forget that it was Sistani who agreed to the interim constitution.

Great, so we can forget all about what he showed us about our vulnerabilities, pretend that he couldn't repeat the exercise at any time, ignore the fact that there are others like him, refuse to consider what Al Sistani could achieve if he decides that he doesn't want us there any more, and keep on whistling past the graveyard, because he's just a loser, nyah, nyah, nyah.

What's really disturbing is the absence of evidence that the Administration is any less self-deluding.

I would agree Iraq is no Vietnam, but sure is a potential Vietnam in that an 'honorable' exit may become difficult. I don't see a stable Iraq regardless of how long we stay. Too much instablity in the country (Sunni, Shiite, Kurds, Secularist) and too many neighbors that will contribute to that instability. We can't invade Iran and Syria in the foreseeable future if ever(money, military personel, political will).

It's pleasing that the immediate danger to our forces has dissipated, but it seems to me that our position is a lot more precarious than it looked before this started.

I get the impression that his "surrender" is not one. Or to be more precise, if he has backed down and I don't consider that a given, it is probably to Sistani and the other Shiite clerics more than to the Coalition. That doesn't make it a bad thing but it does make it different.

I hope the clerics saw the gathering storm outside Najaf and told Sadr if he persisted THEY would feed him his balls.

As with all in Iraq, it is a wait and see game from this side of the world.

It's very funny to see people who oppose the war, most of whom were tolerant multicultural relativists in a prior life, turn so quickly to the hard-boiled, realpolitick critique of Iraq as too unstable given its volatile neighbors and ethnic divisions. Shades of Henry Kissinger! Can a leopard change its spots so quickly? What happened to respecting differences and all that stuff?

I am pro-war not because I have any great love for the right, but because arguments against the war are so often self-serving, contradictory, or incoherent. The anti-war crowd does have a coupl;e of cogent arguments, but they're seldom cited by most critics of the war. Pro-war arguments, including many from the pro-war left (Norman Geras, etc.), in contrast, are frequently cogent and coherent, though there are weak and incoherent ones as well.

Not least of these cogent arguments are the inherent substantial direct and indirect benefits to the region, and to U.S. interests, of forcibly removing a vicious fascist dictatorship from the heart of the Middle East. This has been a huge net benefit to the Iraqi people, and gained substantial advantages for the U.S. and the West. Reforms movements are stirring in such unlikely places as Saudi Arabia. Kahn's network is exposed. Liyba has seen the error of its ways. The brutal rulers of Syria and the mullahs are under intense pressure, and can't sleep easily these days. The repressive Saudis can feel the earthquake next door, and are wondering if their currupt kleptocracy can survive. All positivbe developments, all extremely unlikely to occur in the absence of the war.

If this is an open question then I'd have to go with killing him.

It'd be even better if we could get the Iraqis to do it. They get to demonstrate that they are fully capable of independently enforcing their own laws on their own country. We get a better shot at handing over control at some point. Though I still think that the 30th of June is still a risky date at this point and we should be willing to consider pushing it back a bit.

Sadr is trying to tell himself he's not surrendering, but he has only 2 options, death or surrender. He can negotiate all he wants but as soon as he steps out, he'll be face down with his hands behind his back being read his rights so to speak. And all the people that want to think he's a cool guy will see him to be the punk that he is.

If al-Sadr is not arrested, Iraquis will see that as a sign of weakness from the US. I think the Coalition should do no business with him. Killing him should only be the last option, but I have to say that this man's life isn't worth a single casualty on the Coalition's side.

Uhmm, fresh news from my country, Spain: the new elected president, Zapatero, said that we we'll keep the troops if supported by the UN (well, he had said that before...) or ANY OTHER MULTINATIONAL INSTITUTION. What that may be, only he know, but he sure opened a way out to his pre-election foolish offer to withdraw. I'd say chances of Spain staying there are 50%. You know how international relationships work: you have to keep your word or no one will ever trust you again. Now he's in office and he sees things under a different light: good for him , good for us all...

Anyway, I think Irak still has a chance; it's time to stay put. I'm sure most of the Coalition forces will.

Nothing to apologize for regarding your English. It is good to see Zapatero coming to an early recognition of political reality. The situation concerning changes in US basing policy in Europe may be having some small impact on his considerations. I'd say the chances of Spain remaining are closer to 70/30 than 50/50.

Regarding Sadr, I would agree with you (and sam). He is under indictment and should be tried by Iraqis after June 30. Of course, should he resist arrest he should be killed - again preferably by IP forces.

For me, a very significant outcome of the current situation is the decision to allow the return of Iraqi officers to command positions over the new Iraqi army units. Presuming that they have been thoroughly vetted, their return will help in preventing a repeat of the disgraceful performance of Iraqi troops.

Michael, before you do your end-zone-victory dance, you should probably consider that al-Sadr isn't the problem. He's a figurehead, for sure, and the ayatollahs may have de-fanged him and his militia, but there are plenty of other militias still kicking about, and those thousands of Iraqis who were eager to pick up an RPG and shoot at a tank are still in the streets.

Wait a week or two, and look for more positive signs than a cleric going into a month-long exile in Iraq before doing the dance.

Which is why a negotiated peace with this guy is not, IMHO, our best option. We want him to keep as many men as he can under arms for as long as possible, so we can kill or capture as many insurgents as possible, before making Saddaam and Sadr roomies.

I'm going to be really interested to learn the nationalities and backgrounds of some of those masked men.

The ugliest part of that scenario will be if they use human shields. I have no idea what to do about that, but I can't imagine a scenario where letting Sadr go and the militias evaporate doesn't set the cycle back to starting conditions, as Mork says.

War sucks.

I'd be surprised if they don't take the deal. If they don't, the alternatives might get pretty tricky. Like invading a site sacred to 60% of the population of Iraq. Which is probably why the Bremer asked Iran for help in the situation.

Consider that for a moment. He asked the Axis of Evil for a helping hand. That should indicate how desperate the situation was getting.

I wouldn't trust al-Sadr. He saw himself surrounded by a superior force, and not having any bomb-wrapped sons to send out, took the only reasonable course.

He's still a danger. He's one of those charismatic types, like our Manson and Jim Jones, who could get people to follow him over a cliff if he wanted.

His story won't be over until he's neutralized, either by exile (not in Iran - that would be more like safe harbor), life imprisonment, or execution.

How about this as a counter-proposal to Sadr:

"If you care more about the Prophet than your own sorry ass, come out with your hands on your head, and we will not enter your holy city. Otherwise, we are coming in to get you."

Sadr really strikes me as the kind of guy who asks other people to martyr themselves, but doesn't much care for it himself. Let's just make that clear to everyone watching.

There seems to be a lot of macho posturing here from armchair warriors, but the fact is that if the US forces attack a sacred site, you can bet your bottom dollar that the whole country is going up in smoke. Fortunately, it looks like the real warriors realize that.

And while at a superficial level, it looks like the forces of light and goodness have triumphed, that may be because a lot of people are focussing on al-Sadr as the bad guy that is the sole cause of the insurgency. He isn't, he just happened to be the guy riding the tiger, and it looks like it was too much for him. But the tiger's still on the loose.

US forces have already attacked a "sacred" site by firing missiles into a Mosque a few weeks ago. The "whole country" didn't go up in smoke. You owe me one gumball machine.

I served 8 years enlisted. Something tells me you don't know any "real" warriors, Stu. Because if you did, you would know that they want to win above all else. Whatever it takes.

We seem to be legitimizing their role in Iraq as agents for the Shites.

In the long run, that's very bad.

Sadr's physical position right next to the Ali shrine has the Americans over a barrel, no doubt about it. The Shites are going to go apeshit if it's damaged, and guess who's gonna get blamed?

But if Sadr is not dead or in an American jail this time next week, we have sent a horrible message: you can punch us in the nose and get away with it.

Damned if you do; damned if you don't.

Two possible solutions:

A. Send in special forces to just kill everyone, including Sadr, before the shrine can be damaged.

B. Have him come out now, and then kill or arrest him outside Najaf. Unfortunately, this strengthens the Iranians.

There was never any chance this would be easy or that Iraq could be turned overnight into Sweden. I expected a lot of problems, so I'm not shocked when they happen. It is sometimes nerve-wracking, but I'm still optimistic all the same.

What I do not understand is how, in an "honor" culture, can the actions of Sadr be seen as anything other than shameful? Still don't get it.

Unless this tactic is seen as a wiley maneuver that will again show the weakness of the oppressor. Beats me how it's being spun to the faithful, but from here it sounds a whole lot like "don't hurt me!"

Stu, whatever man. When it's no win, you do the least damage you can, and do what has to be done. The least good option is Sadr walking. After Sadr goes down, maybe hiding in holy places won't seem like such a swell plan.

What is the deal with "holy city of Najaf"? It's like a reflexive addition to any mention. I noticed this in the article linked from the main post, and it's a little annoying.

When we started working in Afghanistan, I proposed carpet bombing it with hydro-seed (water/grass seed/fertilizer mix that will sprout grass on cement) just to decouple "desolate" from "Afghanistan" in the press. I'd like to see some decoupling here, too, but I doubt I'll live long enough.

Stu - you said exactly what I was trying to say, only a lot more elegantly. And that, pretty much, is my answer to Marek above. I think if we kill al-Sadr, it will probably make our position more difficult. Apart from anything else, Sistani seems to have indicated that he'd be upset if that happened, and if one thing is now clear it is that we depend completely on Sistani remaining onside. But the other reason is that there's very little upside in it for us: killing the figurehead won't necessarily kill the beast.

Remember folks: the bottom line here is that if the Iraqi people cease to support the occupation, we lose. It's that simple.

I couldn't agree with you more and I'm glad to see I'm not the only one around here picking up on this. In a badly badly fractured post-colonial society such as Iraq, consensus can be a hard thing to come by. I believe, Sistani is the only one who can pull this off. Where Sistani goes, so go the Iraqi majority. If he turns against the occupation, that is to say away from the tepid support he's shown thus far, we're fucked plain and simple.

Without his endorsement, even his half-hearted endorsement, we do indeed lose.

Here it is Wednesday...and my goodness, the next Grand Ayatollah of the Islamic Republic of Iraq is thinking he can score a plea deal...

Media is running about two days behind the politics on the ground. Al Sadr is news primarily because he is alive. The next big story will be that religous edifice and tribal politics will not be tolerated as shields for kidnapping and murder.

Yes, Virginia, there will be perp walks.

They don't have a clue what is happening militarily, either. The focus has been on getting the firefight stories when the real data of interest is the amount of combat power available for employment.

Bush declined to castigate either Syria or more importantly Iran for their obvious involvement in the current sparring. Conventional media wisdom is that someone in soooo much trouble as Bush would be spreading blame whereever he could. The mullahs probably wonder why not, too - even the Guardian has mentioned the topic.

For all the noise about 'having no plan' we've sat through for the last year I think I can see the firm outlines of a middlegame setup here.

I know Bush plays poker. I am beginning to believe he listens to the chess folks.

The transfer of power is a phaseline. Better to deal with certain inevitabilities before that phaseline occurs because the command and control mechanisms will be different afterward. Sadr's rhetoric and activities have served as the focus of those parties organizing active insurgency for almost a year. They were preparing for guerilla war as a political tool anyway, so why not take them out of play before the Iraqi interim government became the point power?
