No Plan

One of the most common criticisms of the Iraq occupation is that Bush has no plan. Patrick Lasswell says that's a good thing.

I suppose that I could have said that no plan ever survives contact with the enemy, but that is a truth many seem impervious too. Given a choice between being in love with a plan or being in love with democracy; I know which behavior causes more insanity.

If Bush had a detailed plan and stuck to it, he'd be vehemently criticized for mindless, brutal inflexibility. Much of the opposition to Bush is not based on any rational evaluation: whatever this administration does, it's wrong.

Which, I think, is the key to understanding why the Democrats find themselves in the sitution they are in today.

Some of what GWB does benefits Republicans and the Republican party, no question. Some of what GWB does benefits the country as a whole. When Democrats oppose all of it on the foundation of partisian opposition, they eventually find themselves pulling agasint America on some issues (Iraq, the economy).

This is the reason so many calls of "Anti American" have been thrown at the left in the last two years. They aren't being Anti American, they are being Anti Bush but through their fervor and hatred they are having a hard time telling where to draw the line.

I think that the preferred order should be:
Good: Having a plan, but being willing to change or even discard the plan should the situation require it.

Not So Good: Deliberately starting off with no plan other than to muddle through the best you can.

Bad: Having a plan, but refusing to take any diversions from the plan since the plan is the only method of succeeding.

The Bush admins decisions first to seek UN approval and then forget about it when it wasn't forthcoming, and to change the way the reconstruction was being managed when it became clear that a lack of early progress threatened to undo a lot that they had gained would seem to me to rule out the third option.

I'd disagree, David, because there are still "diversions from the plan" that the Bush administration would refuse to accept under any circumstances.

A hypothetical question: If the only way to salvage the situation on Iraq was to bring in more troops for other countries, and the only way to do that was to put the reconstruction effort under international control and promise all reconstruction contracts would go to non-U.S. companies, would you do that, or would you let Iraq fail?

I think Bush would let Iraq fail.

A plan is still useful, even if it is screwed up from the beginning. Thinking about what resources (people, equipment, allies) you need, what opposition might occur, and how you can respond to contingencies, is a mental exercise that eliminates panic. I think the Administration just honestly didn't put enough planning into the post-war. I'm sure they had a timeline and a scenario, but not enough went into contingencies and threats.

However, with that said, I doubt that more planning would have given us much. We're putting Iraq back together about as fast as conceivably possible. Ambushes and guerrilla attacks are just plain tough to deal with except reactively. So we're basically already doing everything that a plan might have accomplished for us. Capturing Saddam Hussein will make a big difference. But even then, Hussein's clan has been working hard to damage us, and the import fighters are even worse.

So basically, yeah, we could have put more into the pre-war phase-- lined up civilian contracts in advance, prepositioned infrastructure, a better civil administration than the initial one we tried, etc. But those were all retrievable mistakes. And the real things people complain about were, I believe, inevitable.

Historically, the formula that worked is the Roman one. And we aren't about to descend to that level.

I think a fourth option needs to be added to your list. You only address having no plan in terms of it being a deliberate choice. I'd say it's also possible that the lack of plans might result from a simple failure to consider alternate outcomes. Were the presence of WMDs and the goodwill of the Iraqis, among other assumptions, taken so much for granted that they went unquestioned? In terms of your ranking, I'd put that one between "not so good" and "grossly incompetent." In truth, the administration has exhibited aspects of all of these degrees of planning in Iraq, but the deterioration of the security situation and lack of timely progress in other areas seems to indicate that too much of the planning, or lack thereof, was skewed towards the bottom of your scale.

Some people thought there were WMD in Iraq before the war, some didn't, but it appears certain that almost nobody knew. In the face of an information shortage that fundamental, how exactly did you expect to develop projections for power requirements in Mosul? Which data was more critical to obtain? Where would you have put your information gathering assets?

We surely did no know the power requirements for Mosul or a million other important questions useful for the reconstruction plans in Iraq. This "failure" is due to making a priority of WMD attacks against our country, our allies, and our troops in the region. This is a choice, and although the WMD attacks never materialized, it still is an infinitely defensible one.

I think the post-war plan was poor enough to be rated as slightly incompetent. What to do with the army, how to get security in mixed reaction population, how to minimize initial looting, which buildings to protect with troops.

Also, how to get cash to the local military commanders, to quickly do lots of little things that can be done to make life better. But this is hindsight.

The Bush-hate filled Dems see anything less than perfection as diabolical. This is stupid of them; so far.

Swopa, like Kimmitt & 2013 speculations, seems pretty unwilling to play more relevant speculations. I'm willing to state that if Iraq's terrible in 2013, Bush did a lousy, lousy job. Kimmit, if Iraq has 3 weeks w/o terrorism in Sept 2004 will you agree Bush did a good, great, wonderful thing for the Iraqi people?

Swopa, what has to happen in Iraq for you to agree that Bush's invasion was good? Kosovo is still a mess in a lot of ways, just underreported; and it's unrealistic to expect much better, much faster. Truly, I can't conceive of how any Iraq situation could ONLY be salvaged by int'l forces, when the fantastic US Army is not enough. I'll bet you opposed the war even when Blix said Saddam was NOT fully complying with 1441? Would you have agreed that overthrowing Saddam while losing less than 500 men is a great victory? (While many were predicting thousands in casualities.)

More and more it's clear that what's needed is more Iraqis for security. And Bush/Rummy could be doing more on that front, I think; accepting local homeowner group defenders, for instance.

Now Bush's mistake is that it costs $87 billion, instead of $27 billion (or whatever Dems claim was minimally possible). Yep. OK, a big, costly set of reconstruction blunders. But less than 2597 casualties in overthrowing Saddam is, objectively, fantastic.

I believe the U.S. ran hundreds of potential scenarios prior to invading Iraq. The major flaw in the plan was the inability to conceive that many civil functions would simply melt away when the regime abdicated. I think the U.S. underestimated the dominance of the Baathists/Sunnis in running things, and also discounted these people's fear that they would be targeted for revenge killing by all those that they had oppressed over the years.

The ferocity of the dead-enders' continued opposition to everything and everyone (the U.S., the Red Cross, the U.N., Iraq policemen, and anyone else they can kill) attests to what I believe to be their desperation not to be caught.

It also seems that the post-war, as rocky as it has been, has exposed Al-Qeida for the ruthless and amoral killers they really are. I can't imagine most Iraqis have much sympathy for those who would bomb the Red Cross, nor will ordinary Saudis or other Arabs be too thrilled with blowing apart the children of Saudi Muslim guest workers. Maybe it's okay to target Jews and Americans, but when you start killing a country's own citizens just to perpetuate chaos you tend to lose popularity very quickly. I don't think things are going so well for Al-Qeida at this point. Six months more of attrition should sap the willpower of Baathist diehards and Al-Qeida nasties a little--I hope.

Part of the problem of Bush not appearing to have a reconstruction plan is that we're left without a standard to judge how well we're doing.

Against what yardstick do we measure our progress? Dollars per German in 1947? American casualties per month in Viet Nam circa 1965? (peoples: the last two ?s are rhetorical)

Granted, if Bush had announced a timetable and plan for reconstruction, he'd open himself to lots of criticism if we failed to meet it. Too bad -- in this case the public deserved to know how Bush planned to stabilize and democratize Iraq. And we still do.

Also, if the administration had publicly listed its priorities, those could have become higher priority targets as well. See what Sun Tzu has to say about formlessness, it's fascinating and really quite applicable. Well, it is if you can give anybody in the Bush administration credit for any brains or strategic acumen.

A way of stoping the looting was perposed, namelly shooting the looters (A very effective solution historiclly). But the whole world had a collective cow over it and the idea was dropped. Do you know how many lives and how much money could have been saved if we had just shoot a 100 or so criminals?

That's true. Taking it a step farther, if we announced that X was a high priority, we could expect our enemies to attack X, which gives us a slight advantage on defense, and also gives me a headache because I don't actually know anything about military strategy or tactics.

If you mean "you" as in Oberon (as opposed to the general "you") -- I would give them plenty of credit. In this case, not announcing a plan makes it harder to judge his performance. Smart thing to do, but not the right thing to do, IMHO.

More generally, the anti-Bush crowd's biggest mistake is thinking Bush is a moron. Bush is smart. Sure, he's not known for intellectual curiosity, and mangles sentences sometimes, but that's not the same as being dumb.

We spend tons of time on a plan that gets totally changed once we hit the 'reality' of actually implementation. Said plan goes to round file and I fall back on the padded budget I set up for the project....

Of course the complaints are silly.

I was talking about deliberate choices that they could have made to approaching the situation. While its possible that they didn't consider alternatives at all, if that really was the case I wouldn't class that as a strategy for dealing with the problem, more walking in with your eyes closed.

I'm sure you are correct in saying that there are options that he would not consider, some that I think he should consider, others (say putting Saddam back in power) that I would agree he shouldn't. I wasn't referring to any particular course that he may or may not follow, just about general strategies for approaching a situation.

You train to handle contingencies. You build a plan that is a general outline. You start the operation, reality intrudes, and you deal with it. How well you deal with reality depends largely on the complexity of your plan and quality of your training, in inverse and direct proportions respectfully.

You should always plan, but your planning should be based on the quality of the information you have available. Iraq was one of the most closed nations in the world for more than two decades. There was an insufficiency of data upon which to build a comprehensive plan. This was a problem, but not a sufficiently great one to warrant leaving Saddam Hussein in power. The risk to the world and to the Iraqi people was greater by leaving Saddam in power than it was removing him. After that has been clearly established, leaving him in power is a course of action indistinguishable from self-destructive cowardice.

Let me see if I get this: we made mistakes in the past, but eventually solved our problems in post-war Europe. Ergo, the mistakes we have made, and continue to make, in Iraq, are actually signs of progress.
Mmmm...let's try another.
Truman was a great president who succeeded in building a peaceful and democratic Germany.
Truman made many mistakes.
Bush has made many mistakes.
Therefore, Bush will prove to be a great president, and will succeed in building a peaceful and democratic Iraq.

I sincerely hope that Bush will accomplish our national goals in Iraq. I just don't see any reason that the plans he has implemented-- or failed to implement-- will bring the stability that we need.

I don't think you're being honest here. If judgement on success can't be made for a few years, it's premature to claim failure.

The goal is to have sufficient, but not excess, troops, to be fighting the terrorists in Iraq. Not excess because they ARE a (liberation) occupation force, as well as expensive.

"More resources"? In other words: more bureaucratic paper pushing interminable meetings, long drawn out open bidding processes, with secret headquarters corruption and cronyism as the current EuroStat scandal shows (after the prior entire Euro Commision resigned due to corruption)? How much EU/ UN aid to Arafat has gone into his $800 mil (?admittedly unconfirmed, do you have a better number?) secret accounts? Where is the example of the UN doing better? A month by month comparison would be nice.

There is a general problem in the left (or libertarian) criticizing Bush's Iraq and NOT having a better example, anywhere on earth, anytime in history. If he's doing as well as the best in the past, or better, than he's got to be honestly judged as A = excellent, relative to history.

Maybe not relative to some unreal "ideal" of 0 deaths, all problems in Iraq solved in a 30 minute TV show length (NO commercials!) operation, and everybody home as heros. This is the surrealism of the Left, the dishonesty of not stating a realistic standard, in advance, and then judging based on the standard.

And the troops will stay to insure no anarchy. If an anti-Western cleric gets supreme executive authority through democratic means, which I doubt but admit is possible, THEN it will be fair to say the Iraqis got what they deserved. The curse of democracy. Jes like in the USA (where PC Dems can't win any Southern States).

People who take risks make mistakes. This is true in industry, academia, religion, arts, journalism, agriculture, engineering, science, sports, and every other aspect of human endeavor. But the range and nature of the mistakes made are not a single unitary block or anything simple.

Nobody said that because Truman made mistakes and Bush made mistakes they were the same. What was meant was that because both were willing to take risks to persue freedom for others, both had made decent choices.

Based on your responses in other threads, I don't expect you to understand that. I strongly suspect that decency and freedom are concepts that entirely pass you by. You have not shown any indications of understanding the processes and sacrifices necessary to accomplish and maintain freedom. I suppose that what is needed is a remedial primer for the obtuse explaining the concept and processes of freedom. That would be of great benefit to the world.

Here is my theory. We started planning the aftermath and the war at the same time. The aftermathers thought they would have at least 6 months before they had to worry about a plan. Heck I bet even the War planners never thought major combat operations would be over before Sept. And they probably told the aftermathers that, so in typical human procastination they were in no hurry for the plan.

Oops to the both of em.

Of course this is a theory and as Communism proved, some theories are just plan wrong.

So this is how it goes. We are in danger of leasing the peace in Iraq (to the extent that there is a peace). This is because, I have argued, of a lack of planning by the Bush administration, caused by their fatal optimism.
The recall of Bremer to Washington may mean that Bush finally realizes his errors. I hope and pray, for all of our sakes, that he is able to correct our nation's course.
It is not the "decency" of Bush's choices that are at issue; it is the intelligence those decisions, and how we deal with the practical consequences of those decisions.
Patrick, after much argument here and elsewhere, is reduced to attacking me.

I think that intervening in a country without a plan for how the intervention might end or what the country might look like after the "beating the opposing army" phase is over is probably a bad idea. Certainly, it did not serve us well in Somalia or Vietnam.

Iran, Syria, and Turkey did not invade, this is an indication that at least some thought was given to the post-victory phase. All the attacks so far add up to a slow hour of a concerted attack by a well equipped Motor Rifle Division.

What drives me up the wall is that the description of failure is being used to indicate what amounts to low grade insurgency. The last week has been the big attack that was supposed to compare to the Tet offensive. Compared to the attack on Hue, Bagdad has been as dangerous as a JV football game.

It must make some people feel good to scream at the top of their lungs that they are in a quagmire every time they drive through a pothole, but it's not like there's any reason to take these people seriously.
